Summary:
Performs advanced public safety telecommunications systems work. Work involves planning, selecting and integrating system components for voice, data, digital, wireless, and video telecommunications networks. Coordinates on a 24 hr on-call basis the specialized technical needs of TBRDA with commercial carriers and contractors. Reports to the 911 Director but may supervise the work of others.
Essential Functions:
Monitors the operation of NG9-1-1 telecommunications equipment and network peripheral equipment
Coordinates operational function, maintenance and validation of NG9-1-1 telecommunications infrastructure equipment and services.
Evaluates, interprets and documents wireline, wireless, voice-over-internet protocol (VOIP) private switch and automatic call distribution (ACD) networks for compliance and functionality.
Reports problems, formulates work requests and tracks their progress, coordinating with Lumen Noc and other provides
Performs field research for addresses, location name, house numbers and street sign verification ensuring 911 databases are current and in agreement.
Verifies cell tower addresses with County Address Coordinator and forwards cell tower information to GIS.
Modifies addresses in the Automatic Location Identifier (ALI) database via interface with telephony companies.
Works with other counties in developing best addressing practices for E911 dispatching.
Assists with maintaining Standard Operating Procedures (SOPs) used for documentation and training in the ECC.
Comprehends and follows oral and written instructions proactively gives and accepts constructive directions to and from co-workers and supervisors when dealing in emergency and/or non-emergency situations; establishes and maintains effective working relationships with others.
Assist and direct supervisors with the day-to-day operations, including call-taking, dispatching, and incident coordination.
Specializes in identifying and securing grants and funding specifically designed for E911 or PSAP projects.
Collaborates and manages relationships between various communities and agencies.
Enhance E911 personnel recruitment and retention efforts.
Performs other related work (including weather or other extreme emergency duties) as required.
Receive complaints from citizens and/or employees and investigate issues.
Ensure compliance with the standards and objectives of APCO.
Oversees APCO Project 33 and any accreditation/compliance processes.
Research and submit applications for approval to related grant funding.
Knowledge, Skills, and Abilities:
Knowledge
Through understanding of Motorola Spillman System, Flex, and Mobile CAD.
Working understanding of Zetron Radio Consoles
Principles and procedures of record keeping.
Principles, policies, and procedures of the New Mexico Public Safety Communications Systems and NFPA 1221 standards as they relate to a PSAP.
Good communication skills, both oral and written.
Demonstrated ability to work independently.
Knowledge of 9-1-1 data processing and telecommunications principles, equipment, procedures, terminology, standards, wiring technologies and network operating systems.
Ability to plan, organize, and coordinate multi-departments to manage data accurately.

Physical Demands
The work is typically an office environment and may require exerting up 25 pounds of force occasionally, and/or up to 25 pounds of force to move objects.
While performing the duties of the job, the employee is regular required to talk or hear.
The employee frequently is required to use hand to finger, handle, or feel and reach with hands and arms.
The employee is occasionally required to stand and walk, stoop, and bend.
Specific vision abilities required by the job to include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
Requirements
Requirements:
Five (5) Years of 911 experience related to the operation of computers, radio, and telecommunications system and providing police, fire, and EMS dispatch operations Or 5 years of supervisory experience.
A comparable amount of education and experience may be substituted for the minimum requirements.
High School Diploma or equivalent.
Must possess a valid driver license and have access to a motor vehicle (personal or agency) on an as needed basis.
Possession of or the ability to obtain within six (6) months of hire:
o (EMD) Emergency Medical Dispatch
o (CTO) Communications Training Officer
Must successfully pass an extensive background investigation including national fingerprint records check.
New Mexico Department of Public Safety Basic Telecommunications Course Certificate
Must possess a valid driver license and have access to a motor vehicle (personal or agency) on an as needed daily basis.
Preferred Qualifications:
National Emergency Number Association Emergency Number Professional certification
APCO Registry of Public-Safety Leaders certification.
Must possess or obtain Center Manager certifications, including but not limited to the NENA Center Manager Certification Program or Fitch and Associates Communications Manager Certification Program within twelve (12) months of hire/promotion.
