The personnel Board is seeking an experienced Compensation Advisor to join a high performing team to conduct research regarding compensation trends and to conduct market analysis for salary research. The Compensation Advisor also oversees and coordinates an annual classification survey for the Merit System with over 700 interesting and diverse jobs in career fields ranging from engineering, public safety, medical, city management, and recreation to name a few. This position provides support to the Personnel Board and all of its Merit System participants and communicates information to a variety of individuals, including internal and external employees, department heads, customers/clients, and appointing authorities regarding various programs and initiatives, plans, policies, and operating procedures. The Compensation Advisor will also coordinate high-level and detailed activities that require substantial knowledge regarding compensation plans and salary surveys.

The Personnel Board of Jefferson County is a team of approximately 60 diverse professionals responsible for administering the civil service system (Merit System) for Jefferson County, Alabama. We provide Human Resources support and services, such as classification and compensation, recruiting, training and development, and testing, to 22 municipalities and government agencies with over 8000 employees. Typical Compensation Advisors job duties include, but are not necessarily limited to:
- Coordinates, manages and oversees the annual merit system classification survey to ensure consistency between job classifications (job title) and job duties, recommending audits and reclassifications where necessary.
- Performs market studies and analyses of individual jobs and conducts large scale wage and salary surveys in order to make recommendations as appropriate to ensure internal consistency and external competitiveness and to stay abreast of market trends.
- Collaborates with various departments in order to develop and execute inter-departmental projects, establish goals and timetables in order to create or improve new and existing processes, policies and/or procedure to increase efficiency.
- Conducts comprehensive non-survey job audits (e.g., Laborer audits) per the request of the jurisdiction and recommends appropriate classifications and salary level designation.
- Reviews, analyzes, and tracks current and future labor contracts gathering additional information where appropriate to recommend approval, denial or modification.
- Communicates information to a variety of individuals including Merit System employees, department heads, and appointing authorities regarding plans, policies, and operating procedures.
Requirements
The following are job-related qualifications that are required for employment consideration for this position:
- Bachelor's degree or higher in Human Resource Management, Management, Business Administration or a related field of study from an accredited college or university.
- Experience communicating with individuals at all levels within and outside of an organization (e.g., mayors, department heads, applicants, general public) through written and oral means in order to provide information regarding policies, procedures, and/or respond to questions/concerns.
- Experience using Microsoft Word, Excel, Outlook, or other comparable software for the purpose of creating correspondence, analyzing data, creating reports/documentation, and/or keeping detailed records of work activities and projects.
- Experience conducting and analyzing research using various sources of information (e.g., databases, internet, books) to be used to create reports, document recommendations and outcomes, and assist in developing policies and procedures.
- Experience leading and coordinating compensation initiatives such as conducting detailed job analyses and position audits for job classification purposes, conducting market studies and analyses to drive compensation decisions, and designing and administering salary surveys
